Portal templates available for profiles

I’ve been playing around with the 7.0, 7.1 and dev demos and following the steps I can find to upload a template and assign it to a profile. But I can’t seem to get any to appear; see pic below.
I see others have been doing it for a while

This has made it much easier to move and edit the templates . so I guess instead of describing all the things I’m doing that don’t work, I’ll just ask what are the required settings and steps to upload a template and get it to where it can be assigned to a profile?
