We have been 64 bit in Linux since the chips first started coming out about 5 years ago. As long as the Apache/webserver, MySQL, and PHP environment is set up correctly OpenEMR runs just fine.
The main issue with Windows is whether Microsoft sold you a fuller version or a stunted version. As the grade of product goes downhill they take out more and more drivers. Generally Microsoft “Home” won’t work. Generally “Professional”, “Ultimate” or “Server” will work.

Yes, it does work, however, you have to download, install, and setup each of the core softwares (Apache, MySQL, and PHP) to work with each other. You can download the each from the vendor’s websites. XAMPP does not have a 64-bit version in which would have made life easier.
We had created a Windows 64-bit installer package for v3.1.0 and haven’t had a chance to create one for v3.2.0. Check our website for updates on when its available for sale. Or just do it manually if you have the technical knowledge to do so.
But in either case, I would highly suggest you stick with a Linux 64-bit distro as OpenEMR is first programed and debugged for the Linux platform. OpenEMR features working within Windows are an afterthought with any release.
