View Log is clear and not populating

The view log in the billing manager is empty. It was populated and then it went blank.
So, when does the view log clear?

only when it’s deleted, might want to dbl check permission in the sites/siteid/edi folder

Here are our settings. View log still empty.

Solved, folder permission was changed while trying to fix file upload issue. @stephenwaite
