Unable to see in adminstration section External upload

I am trying to install RX Norm so that i can use the same. But when I go to Administration -->> Coding–> External Loads i am unable to install. I have got the Rxnorm files from the site. I also placed it in the contrib. Can you please help

I reinstalled. It is working fine.
