Unable to Change File Permissions

I am experimenting with installing OpenEMR-2.8.3 on OpenSuse10.3 and have come across issues that I never experienced in the Suse Linux Enterprise Server 10 - SP1.  When attempting to change permissions on any file in the OpenEMR directory I get the error below.  When I right click on any directory in OpenEMR to change the permissions "Bug Buddy" opens.  The error details are below.  I have phpMyAdmin in the same directory ( web root ) and right clicking any file to change permissions works as intended.  I am puzzled by this one.  Any thoughts?
