Translating form's list

I’m using V 6.O

I’m installing OPEN EMR for a clinic. It may be used both in english and french. Is there a way to translate the list ?

It’s like on the 5.2.2 it was possible in Admininstration->Other->Language.

But that submenu doesn’t exit in the actual version
