The openEMR for administrators can access it. I created a new patient, ensured that the patient portal is enabled, and modified configurations for both admin and patients. However, when I try to access the Patient Portal Site Address, I encounter a “404 Not Found” error.

Your description of how you set up your portal sounds like you covered most of the required setup. Unfortunately the Portal config is pretty complex and even one missed setting can prevent the portal site from being accessible. Given that the 404 error suggests the browser could connect to the server but not locate the page, perhaps the portal URL is incorrect in some fashion?
