Technical capability of OpenEMR to support remote patient monitoring

Hello,

We have a request from health system to develop a remote patient monitoring capability using OpenEMR. After discussing the required architecture the following is necessary to know to proceed forward-

  1. Does OPEN EMR support REST services?

  2. Does OPEN EMR supports customized rules engine?

  3. Does OPEN EMR supports schedulers?

This feature would be of benefit to the entire community and so any advice, insight or resources would be greatly appreciated.
