Situation
I’m trying to install OpenEmr V7.0.4. Also with Apache V2.4.66, 11.4.9-MariaDB-cll-lve-log and php 8.3. I am installing according to the steps laid out.

I am attempting to install version 7.0.4

Logs
Did you check the logs? Yes, there were no errors entered there
You can also turn on User Debugging under Administration->Globals->Logging User Debugging Options=>All
Unable to get to this point.
