Let me know which version of OpenEMR you are using. Also, what is the resolution for which you are testing.

using the latest version and resolution is 1920x1080

We tried with OpenEMR Version-5.0.0 Patch-7 but its working fine. No UI issues found similar to the video that you have shared.
