Requested 'Ease of Use' change

If a bill has been prepared for an encounter, it is certainly good to have the "Re-open" ability while the encounter is selected.  But in practice it is rarely the case except with mis-prints that you know you need to fix something.  That usually is determined by means of the EOB, with a patient name and encounter-specific callout.

To fix it currently and re-bill, first you must find the issue, which generally involves the Encounter -  Fee Sheet review, which can usually be reached from the Encounters list for that patient easily, but then you must go to Billing and enter the info for the encounter date, click the checkmark, then select "Re-open" button.

I cannot think of any reason we would not want a 'Re-open" button in the Fee Sheet, with the proviso that the user must have Billing authority from the ACL (which might be best served to allow a clerical authority to READ the encounter, but only to WRITE to the Fee Sheet).  Can you?  Any chance it could be in the next release?  Thanks.
