Looks like you did not clean up your previous installation as a result old MySQL is left running from C:\Program Files\MySQL\MySQL Server 5.6\bin\mysqld.exe which is using standard port 3306. Guess you will need to uninstall old MySQL manually and reboot before trying again.
Ok, I deleted the MySQL server 5.6. But, both Apache and MYSQL will connect in the beginning and then disconnect?

I did all the above advice and still no mysql or apache service. Before, when I installed the Xampp by itself, mysql and apache worked, only openemr would not install.

XAMPP Control Panel looks like this if Apache & MySQL have been started successfully. Note that XAMPP Installation Directory is c:\xampp, not c:\xampp\xampp.
