OpenEMR setup stage 3 prints out “making connection to mysql server”, then hangs

Error Logs
"unable to connect to dynamic library mysqli and pdo_mysql
Also, “undefined array key ‘collate’”
I just read a post about this and “decommenting” these statements, but I cannot find the post again.
