Newly added clinic get assigned to all provider(user) of that site in openEMR

Hello All,

I install openEMR my locally and add 3 provider in to openEMR site when I add new clinic to that site all provider(user) get assigned to that site.
Could you please tell me how can I disable that and how can add one provider to one clinic.

Facility assignment should be possible from the drop down for that particular user, but Facility Specific User Information has an unresolved bug described here.
