New Installation v7.0.0: Stuck on Step 3 - Creating Database and First User

Situation
Hi
I’m trying to install OpenEMR v7.0.0 for the first time on a windows 10 system running XAMPP ( Apache/2.4.56 (Win64) OpenSSL/1.1.1t PHP/8.3.10). It doesn’t get pass this point

Connecting to MySQL Server… OK.
Creating database… OK.
Creating user with permissions for database…

I tried to restart the setup then it doesn’t go pass the “Creating database…”
When I manually delete the “openemr” database using PHPMYADMIN, it get’s stuck on the "Creating user with… " again.

PLEASE HELP ME

Operating System
I’m using: Windows 10 x64

Was there anything pertinent in them?

You can also turn on User Debugging under Administration->Globals->Logging User Debugging Options=>All

Hello. Please. Try using xampp with php 8.2 and install version 7.0.2 OpenEMR Downloads - OpenEMR Project Wiki. Then apply the patches:

I have 7.0.2 and xampp 8.2 but still stuck

What step does the setup stop on?
Did you try installing another version first before trying the 7.0.2/8.2? If you did and the setup now gets stuck on “Step 3: Creating database…” then try deleting the Openemer database on your mySQL.

I have tried l that let me try deleting the database.
After using the patch. I got a black screen
localhost/openemr/setup.php?site=default
