New installation on Windows 10 problem

Situation
When I start the setup I first see the “Optional Site ID Selection”. I continue through that. Then, I get the following error: ERROR: PHP mb_string extension missing. To continue, install and enable mb_string extension, then restart web server.

I have done that in the php.ini file and restarted the server, but it still is not working.

6.0.0.
