After I installed OpenEMR(Windows OpenEMR XAMPP Package) on a windows, I Logined at http://localhost/openemr but says "Check that mysqld is running.ERROR: Could not connect to server!"

Chances are good you have had a security issue of not allowing mysql to load all modules or not operate. Go control panel, administrative services, and then services. After all services are displayed, scroll down list, and ensure that apache and mysql are started. If not - click on and then start. Check if service is now operating. If this has occurred, you may want to download OPENEMR with security off.
