OpenEMR posts the logged user in all its "data entry by who?" fields. Version 3.1.0 has a number of those able to have an alternative selected. It would really only matter if there is a legal requirement for a specific clinical licensure for certain data inputs, or if your organization has established such rules.
The exception to that is the Fee Sheet. Claims which have been entered by a clerical staffer MUST have the "Provider" selected or they may be rejected by payers, who are expecting the provider NPI in field 24J on a CMS1500 and its equivalent X12. Since the default for the provider is the last user to enter data in the Fee Sheet, that can be a problem.
