There is no “team” lead. For labs, suggest discussing with MI2(Tony) or ZH(Shameem) for more details since they offer this service so should know the specifics. Same goes for Newcrop which is offered by MI2/ZH (note I could be wrong on whom offers this service, but I think that is who does). Note there is also the Allscripts option; both options are covered here:

How the above relates to modular certification. For example, I think you are asking if the above options be swapped with another certified modular; I am guessing you can, but should get a person with more knowledge in this area to weigh in; guessing some active users or vendors/pros could provide more concrete advice.
