Loop 2000C does not excute because HL04=0

I have an Availity rejection when the patient is not the subscriber because HL04 should become 1 for Loop 2000C to execute and it does.  Does anyone out there know how to fix this problem?

I had to go into x12 file and manually change it for the claims to get accepted.  and then change back when the patient is the subscriber.  Any help will be greatly appreciated. 

I am using  OEMR 3.0.1 running on Ubuntu 8.04.

I forgot to mention, when the patient is not the subscriber and I search to enter the subscriber information, the patient insurance ID gets replaced by the subscriber ID?  I appreciate any help.  Thanks.
