OpenEMR is not very data intensive in terms of communication with a browser, so I doubt anyone has really spec’d out a minimum bandwidth requirement.
However, I routinely access one of my test servers over a 768kbps DSL connection (pretty low in terms of bandwidth) and don’t have any problems.
If you are frequently transfering/uploading large scanned documents or images you might want more bandwidth, but the speed of the internet connection itself is unlikely to be an issue with routine OpenEMR functions.

Basically agree with Kevin. Network speed is not much of an issue until image documents come into play. For that I suggest checking the size of a typical larger document, deciding how much transfer time is acceptable, and “doing the math”.
