Installing .deb with Ubuntu Software Center

I am using Ubuntu 10.10 and I downloaded the Ubuntu-Debian .deb file. When I opened that file, Ubuntu Software Center opened up and prompted me to install it. When I clicked Install, it gave the error message of "Failed to fetch http://security.ubuntu.com/ubuntu/pool/main/t/tiff/libtiff-tools_3.9.4-2ubuntu0.1_i386.deb 404  Not Found "

I closed out and ran Update Manager, restarted, and tried again. This time, the progress bar in the installation got to around 90% complete, and gave the error message of “There seems to be a programming error in aptdaemon, the software that allows you to install/remove software and to perform other package management related tasks. Please report this error at http://launchpad.net/aptdaemon/+filebug and retry.”

I’ve marked myself as affected by that bug at the aforementioned link.

The first problem sounds like an Internet connectivity problem.  Dunno about the second, might be a result of the same thing.
