and can i create patient user using api?

Can you send pictures of the OpenEMR screens you see? I cannot visualize a situation where that would happen.
Are you trying to create a new patient record? Or perhaps create a portal account for the patient?

As for creating a patient record using API, that sounds like a dev question and I am not a dev. But I do know the CareCoordination module will create a patient record from a properly constructed HL7 file. See this wiki article:

Ah, that information is v helpful.

The portal is a complex module to configure and that error you report sounds like one or more of the configurations may be missing.

The first thing to check is if you have followed all the steps to properly set up the portal.

The OpenEMR wiki is a wonderful place for information about this. Try the series of tutorials on the Portal, starting on this page:

but particularly see this page which contains instructions for portal configuration:
