HTTP 500 Internal Server Error - IIS, PHP

When I am going through the initial setup steps after step 3
“Next step will install and configure access controls (php-GACL)”
when I push “Continue” button it starts processing the page and than gives me the “HTTP 500 Error” message.

I can still login and work in the system but my question is "What is php-GACL and am I missing a credical step?

Version OpenEMR v 3.1.0
IIS
PHP
MySQL

Not sure if anybody has gotten it to work with IIS. You may need to go to apache instead.
