How to set patients notes flow from 1. Patient Encounter, 2. SOAP, 3. Procedure Order etc

Situation
Hi all. I have realized that in OpenEMR patient’s notes do not flow as I would desire. What you do first goes to the bottom. How can I set the system to have the reverse order according to what I do first. In practice it is good for patient encounter to come first, followed by a SOAP note then procedure orders. Kindly check my situation in the screenshot of an example.
