How to prevent user or group from make payment?

I try to change ACL to prevent user or group from making payment, but I cant.

even “Appointment group” can make payment !

We did check with the Front Office User role and it works as expected. The Front office user could not even see the “Fee” tab in the left menu.
In the case of Groups, Move to Administration -> ACL, and select Group and Access Controls.
Then follow the steps below:
1.Click on the edit option for the Usergroupname with write option like (Administration-write).
2.Under Accounting, There is a option named “Billing (Write Optional)”, if the option is in Active box select the option and click on >> button to make it inactive.
3.This will remove the access for the entire users in the group.
