i just played a little: - i opened a patient’s encounter and then used the Administrative menu to select ‘fee sheet’ , which i then filled in and saved. After that, when that patient is selected, e.g. with the patient finder, then fees->fee sheet is available (i.e. no longer greyed out), and displays the fee sheet for that patient.
Yes, as @ruth pointed out, the fee sheet menu item is one of the things that require a patient’s record to be open before you can access it.
