Error in Step 4 of installation of OPENEMR

I had to install a fresh copy of openemr in a fresh machine. In step 4 of Installing and Configuring Access Controls (php-GACL)…I am not progressing beyond this.
In fact there is just a white page with nothing written in it. Kindly help.
