Logs
Did you check the logs? yes
Was there anything pertinent in them? being a technical person , i am not aware how to edit the file/code to repair this.

@Dr_Aditya_Barigali Please check you have enabled the intl from your * C:\xampp\php\php.ini and if you did not the enable it.
