Database: how do vitals relate to encounters

I’m trying to do some Quality Measure work in OpenEMR and I am looking at the tables behind the GUI. I’m especially interested in the relation of form_vitals to form_encoounter - I see no obvious link. Are vitals considered to be independent of the encounter? If not, what are the keys to relate vitals to encounters? TIA

Currently, every form_* (including form_vitals) is mapped to a specific encounter through the forms table.
