This is a draft of what was decided to be the guiding principles/mission statement.

Guiding principles for the OpenEMR community
Welcome to the OpenEMR communuty.
The OpenEMR project is characterized by a consensus-based development process and is dependent on the GPL’s open licensing. Community members have a desire to create high quality software that is easily modified and distributed.
Guiding principles
We will ensure that OpenEMR remains 100 percent free software (under the GPL).
We will maintain a spirit of openness, kindness and cooperation.
We will give back to the free software community.
We will document our changes and improvements).
We will not hide problems.
Users are our priority. We will not do things that serve the needs of a vendor at the expense of users or other vendors.
We will not discriminate against persons or groups, subject to our focus on the field of medicine.
We will avoid needless complexity of software design, installation, maintenance and usability.
We will not use third-party tools without a compelling reason.
