Admin cannot create/delete or edit user accounts

I cannot create/delete or edit users from my admin account.
I think I messed up something with the permissions of the “admin” group and I no longer have the ability to alter anything.

How can I change the permissions now that I do not have the ability to edit things?

Could you please share the screen shots of ACL administration advanced screen.and also Did you change anything in the acl related files?
