Add X12 Partner: do you need to do so if you don't deal with Medicaid or Blue Cross?

I’m trying to configure Practice settings. There is X12 Partners. I’m not sure if we need to add X12 partners as we’re outside the US and we don’t use Medicaid, Blue Cross, etc. Also, if there is no X12 partner, does this affect billing?
