Access control for reception staff

Hello
We have been trying to setup a group practice clinic.
We would like to have the reception staff
a) create a new patient
b) enter demographic details

But not have access to
creating a NEW ENCOUNTER
access to clinical notes

Is it possible to do this with access control?
