I’m not a billing specialist but I did an Internet search on “Value of element NM108 is incorrect. Expected value is ‘XX’ for covered providers when National Provider ID is mandated for use” which brought back several useful links including:

Granted only one of these is for Availity but they all agree that it’s a case of something wrong with the referring provider’s NPI. If ensuring that ALL providers have their NPI entered and in the correct format doesn’t fix the problem, you can also check this OpenEMR forum.
Even though x12 errors occur in all electronic billing and don’t really qualify as OpenEMR issues, plenty of people have asked about them on this forum in the past. You can see the answers they got by searching like so:
However, the only way I know of to find out precisely what the problem is for Availity is to call their support people. They certainly can be difficult to work with but it may be the only way to get the answer you need.
