When cloning DB using multisite error: Could not open dumpfile

Situation
When cloning DB using multisite
ERROR. Could not open dumpfile ‘/tmp/setup_dump.sql’.

OpenEMR Version
5.0.2 (1)

Browser:
Chrome

Operating System
PHP Version: php74rc
Stack: NGINX + Apache2 Hybrid
Google Cloud Platform
1:10.4.17+maria DB ~focal
2.3.9-1+UBUNTU 20.04+9

Logs
I do not see anything in the Apache or Nginx error logs

Please note:

  1. I can create multiple clean installs, I just cannot use the Clone DB function.
  2. System engineer confirms root /tmp/ dir is writable
