i think you need to assign the rights to users in ACL but i might be wrong. i have so far added users to ACL first with proper rights and than added them to openemr. it might be a longer way but it works.
openemr runs well in both windows and linux.
i am sure it does well in OSX too. i have not tried it yet.

It sounds like an ACL problem. Log in with your Admin user and check each of the users in the system. Look at their ‘Access Control’ select box to see what they have. They should have some value in there.
Also, please tell us what version of OpenEMR you are using. There have been some large changes in the security area.
