Hi,
Doctors are the users in Open emr. So as mentioned in the wiki page, you can create a User from “Administration->users” menu in left navigation bar.

The User can be a physician , front office staff , clinician, etc. You can specify their access control while crearting them.

Have you read through the User’s Guide? It has step by step instructions
on out to set up a clinic, Drs and all the practice settings.
