Swtiching a patient to ARRIVED does not always create a new encounter?

Has anyone ever experienced this? It works sometimes but I have not been able to narrow-down under what conditions is works or not. When I go to a patient’s appointment and select “Arrived”, I get a pop-up stating that a new encounter was created but none show-up on the drop-down. Even if I do a refresh and reselect the patient (a pain), no encounter seems to have been created. Manually creating the encounter always works.

'Would love to hear if anyone knows why this sometimes work and sometimes not?
