Switching Off SSN vs "Self" Test

We often have no idea what the SS numbers are - we prefer not to use them.  But the distribution 3.1.0 prevents adding demographic data if the Pt SS field is blank and we enter something OTHER than Self for Policy  Relationship when we select an insurance and the SS for that person is also blank.  It’s a pain in the butt.  I’d like to simply eliminate the check at all, again since we do not use SS.  How?  Can it be set to select via Globals.php and set the default to off?

We are having problems with the clearinghouse not accepting claims because the Social Security Number (SSN) is not included on the claim.  We have called Availity (our clearinghouse) and they state that the SSN is not necessary but if the software is set for the SSN to be there and it is not then if will mess up the claim.

How do I turn off the need for SSN in OpenEMR?
