SSL Certificate errors in Windows

Hi…
When trying to create a server certificate in openemr from Administration->Others->Certificate and clicking on download certificate after filling all the necessary info in the form:

Host name: localhost
Email address: aaa@gmail.com
Organisation Name: Name of my organisation
Organizational unit Name: Openemr
locality: Kolkata
State: West Bengal
Country: IN
client certificate expiry date: 365

and clicking on download certificate, it gives a white page and the php error log shows the following:

   PHP Fatal error:  Call to undefined function  openssl_pkey_new() in C:\\xampp\\htdocs\\openemr\\library\\create_ssl_certificate.php on line 67, referer: http://localhost/openemr/interface/usergroup/ssl_certificates_admin.php

Please help
