Is there a way to assign two different access control on a single user so that the user can have access control 1 on facility 1 and access control 2 on facility 2?

In OpenEMR as of now you can select multiple access controls for a single user (like front office+clinician) but it is not facility specific. The access will be common for all the facilities.
If you want the facilities to be operated unique - you can use the multiple site module in openemr, where you can create separate sites for each facility (from the same code base) and it will have different login/access control.
