More information is needed, please. What package are you installing, Windows or Linux? XAMPP or .deb or the tar file?
That error sounds like the timeout settings in php.ini haven’t been set, per the installation instructions at http://www.open-emr.org/wiki/index.php/OpenEMR_Installation_Guides
