RXNORM loading issues despite instructions on version 7.0

I have followed instructions such as editting PHP to increase file post size to 80 mg in php.ini
I have tried installing the file rxnconso.rrf from the zip at the rxnorm website not the one that says full but the one that says full prescribe. the furthest i have gotten is a blank white screen in the tab Install Code Set. There is nothing happening.

i fixed my problem using this

RxNorm on web server - Support - OpenEMR Community (open-emr.org)

i have to also increase upload size to 80 mb in php.ini
