Reason for using frames

I was looking at the GUI for openEMR. Is there a reason for selecting a frames based layout.

THe UI (3.2) and earily is based on pre-css div technology and Frames was a good solution for containing multiple views.  The New UI (current development tip 4.x) is moving away from that to using DIV, Tabbed Views and JQuery Modal windows, but the transition will take a few revs through before we find good work flow models to replace the frames across the board.
