A couple of these bug fixes seem very familiar to me, issues we’ve seen in OpenEMR

Fixed Bug #53971 (isset() and empty() produce apparently spurious runtime error).
Fixed bug #53577 (Regression introduced in 5.3.4 in open_basedir with a trailing forward slash).

PHP Release Announcement

* All PHP users should note that the PHP 5.2 series is NOT supported anymore

5.3.10 was actually released on 2/2/12 as well, but it will be a while before that makes it into the qualified updates for Ubuntu.  There have been a lot of updates though…

As you note:
Lucid LTS  uses php 5.3.2
Onieric      php 5.3.6
Are you recommending that Ubuntu users upgrade php to 5.3.10 or wait until it is officially incorporated and released?

Not really making a recommendation, just noting the fact that core parts of our project are also being updated at the same time we make updates…
