I chosen OpenEMR since we wanted to extend it to HMS.

Dear Sanjay,
OpenEMR has a drug management (Pharmacy) module. You should take a look at it and see what needs to be added or modified to meet your needs. As you may be aware, most users of OpenEMR are in the US and the trend is to have e-prescribing to external Pharmacies with no interest in managing in-house pharmacy. So most users do not use the Pharmacy module.
