1 I create a new patient and I would like to OpenEMR generated HL7 message (Is it an option?, If yes, how to set it up).
2 The same situation when editing patient data.
3 When I save a visit patient I can generate HL7 message and save it to disk. New Encounter -> Save Encounter History -> Administrative -> Procedure Orther.

What OpenEMR can send information using HL7? Is the only online visit?

Mariusz, this package originated for small practices. So it does not have HL7 engine or mapping for every create/update. It however does route every update through a logging mechanism. If you want to build HL7 interface that would be a good place to start an add-on without any user interface considerations.
Other possibility as suggested by fsgl’s link is use of CCR - but it will not contain all database fields.

I am a novice programmer and I would like to see an example of downloading, sending one records from or to OpenEMR would really helped me to create my own solution.
