Suggestion :
There are notes throughout the code base regarding converting hard coded customizations to plugins. Since this project will generate some Peace Corp specific code, corporate sponsors can spend that bit of extra effort to do it as plugin. That flexibility will be a selling point for OpenEMR with other prospects.
