The EP Guide from Michigan Medicaid EHR Incentive Program states that the first year can be used for attesting to A/I/U or MU, but the problem is on page 21.
While Medicare and Medicaid EHR incentive programs have differing eligibility requirements, each program’s MU requirements are identical.

Brady’s post spells out the CEHRT edition for the corresponding version of OpenEMR.
My interpretation of that post is that downgrade to 4.1.2 is necessary to do MU1.
Page 27 of the EP Guide:
EPs may start the program as early as calendar year 2011. EPs may not start the program any later than calendar year 2016. Consecutive years are not required for participation. However, EPs starting in 2016 must participate in consecutive years in order to receive the full incentive amount. No incentive payments will be made after calendar year 2021.
Verify with Michigan that it is possible to do MU1 attestation in 2015/2016. You should be able to get the CMS EHR Certification ID for the 2011 CEHRT edition.
The EHR Incentive website is notoriously slow with its updates. Note that it is presently unable to handle Medicare 2015 attestations.
When CMS finalized the Flexibility Rule for 2014, I personally had to ask them to update their website to reflect the change. It took them 6 weeks to get it up to speed.
I would suggest that after verification with Michigan about MU1 attestation in 2015/2016, then contact the webmaster to update their system. Their phone number is available after login.
The website has to be updated to reflect this, even though you’re only attesting to A/I/U in 2015. According to CMS’ timeline, they think you should have completed MU1 by now. This is the reason for the strange error messages.
Completion Barometer shows about 65% of criteria have been certified.
The question of why the delay in obtaining full certification for MU2 needs to be answered by “management”.
